• Smart Growth Implementation Toolkit
  The Toolkit is designed to help community leaders review and revise their land use policies, zoning and development codes and project design standards. It includes step-by-step “audits” of policies and codes, as well as a scorecard for evaluating proposed development projects.

• Inclusionary Zoning: A Framework for Assessing the Advantages and Disadvantages
  Report by Homes for Working Families that examines the benefits and drawbacks of common elements in inclusionary zoning policies and describes best practices already being implemented around the country. (May 2008)

Research Reports

• The Effects of Inclusionary Zoning on Local Housing Markets
  Examines the impact that IZ policies have on housing prices and production. Concludes that IZ policies have produced only a modest number of affordable housing units, suggesting that IZ by itself is not a panacea for a community’s affordable housing challenges. (April 2008)
