About the National Multifamily Housing Council
Based in Washington, DC, NMHC is a national association representing the interests of the larger and most prominent apartment firms in the U.S. NMHC advocates on behalf of rental housing, conducts apartment-related research, encourages the exchange of strategic business information, and promotes the desirability of apartment living. NMHC's members are the principal officers of firms engaged in all aspects of the apartment industry, including ownership, development, management, and financing. Position Summary
Responsible for developing and advancing NMHC's federal legislative and regulatory agenda with a focus on housing policy, including issues pertaining to property operations, housing assistance programs (e.g., Section 8, Project Based Rental Assistance, and HOME), fair housing, insurance, labor, and immigration. Draft regulatory comments, provide analysis on legislative proposals, and propose new legislative and regulatory initiatives to address member and industry needs.
Identify and foster key relationships with agency officials important to NMHC's advocacy priorities and join NMHC lobbying team members for meetings on Capitol Hill as appropriate. Actively manage member engagement regarding housing policy issues by leading NMHC Affordable and Property Operations Committees. Position will be based in Washington, DC.
Expertise
Extensive knowledge of all aspects of housing policy and property management, including HUD-based multifamily programs such as Section 8, Project-Based Rental Assistance, and HOME, as well as fair housing. Ability to quickly learn policies related to insurance (flood and terrorism risk insurance), labor, immigration, and other relevant issues as assigned, in relation to the multifamily sector.
Skill in evaluating the real-world business impact of legislative and regulatory proposals on NMHC member companies, and in developing and advocating for proposals that advance the policy agenda or help modify regulatory initiatives to improve the ability of NMHC members to serve residents. Proven ability to collaborate with stakeholders (e.g., NMHC members and trade association partners) to develop practical and effective solutions to key industry challenges.

Job Competencies and Qualifications
- Minimum of 10+ years’ experience with policy issues related to HUD and GSE matters, multifamily real estate development transactions, and property operations through private sector, nonprofit, or government service.
- Strong familiarity with and experience in legislative and regulatory advocacy and processes, with a preferred emphasis on housing, real estate-related, and business operations issues.
- Ability to build strong relationships with agency officials and congressional staff.
- B.A. or B.S. required.
- Proficient skills with MS Office applications.
Computer Skills
To perform this job successfully, an individual should have proficient computer skills (MS Word, MS Excel, MS PowerPoint, and MS Outlook). Able to learn additional computer software programs as needed for assigned tasks.
