The Department of Housing and Urban Development (HUD) released a compilation of research in their quarterly report called Evidence Matters, Transforming Knowledge Into Housing and Community Development Policy. The report focuses on research regarding landlord acceptance of vouchers, efforts to increase participation, and the implications for landlords that participate in the housing choice voucher (HCV) program.
The HCV program is a federal housing assistance program that helps house 2.2 million low-income households representing more than five million people. Despite the large number of households served by the program, approximately three out of every four households that are eligible for assistance do not receive it. NMHC and NAA believe the HCV program could be the nation's most effective affordable housing and community development tool. However, it is plagued with inefficiencies, onerous regulatory requirements and a flawed funding system.
HUD’s research shows private-market owner participation is critical to the success of the program; however, many choose not to accept vouchers. Yet, owner and manager decisions to participate are based on a number of factors – including the resources and time necessary to comply with the regulatory requirements associated with the Section 8 programs. For this reason, HUD conducted a series of listening sessions last year aimed at identifying ways to facilitate greater private participation in the voucher program.
