EPA Issues Notice Reinforcing R-22 Allotment Levels
The Environmental Protection Agency (EPA) issued a temporary ruling Jan. 9, 2013, on the ongoing matter of the amount of the refrigerant R-22 that will be able to be produced in or imported to the U.S. in the 2012-2014 timeframe. The “no action assurance” ruling reinforces previous agency action in establishing refrigerant allotment levels. The EPA plans to continue to decrease in the total amount of R-22 that will be manufactured or imported from 55 million pounds in 2012 to 39.5 million pounds
Guidance: SEER 13 HVAC Energy Efficiency Regulations
In 2001, the U.S. Department of Energy (DOE) published a rule
amending energy conservation standards for central air conditioners and
heat pumps. The regulation, which takes effect on January 23, 2006,
raises the minimum Seasonal Energy Efficiency Ratio (SEER) value for
residential air conditioners and heat pumps by 30 percent, from 10 SEER
to 13 SEER. The new standards are designed to: (1) reduce pollutant
emissions and (2) postpone the need for new power plants by making HVAC
equipmen
Analysis: R-22 Refrigerants: Supply Disruptions and Approved Alternatives
A number of apartment firms have been notified by suppliers to anticipate sharply escalating prices on R-22 refrigerant because of highly constrained supplies. Federal regulations are phasing out R-22 because of its ozone-destroying properties, although the current supply disruption was not anticipated. Since 2010, it has been illegal for manufacturers to ship new HVAC appliances charged with R-22. EPA will continue to allocate the production and importation of R-22 for use in existing equipmen
